A short recap

Kebijakan yang dibuat pemerintah (the Ministry of Education and Culture) masih sangat bersandar kepada berbagai indikator yang diukur dalam pemeringkatan universitas dunia (Contoh: THES, QS, etc).

The policies made by the government (the Ministry of Education and Culture) still heavily rely on various indicators measured in world university rankings (e.g. THES, QS, etc).

Kebijakan tersebut menyebabkan pendanaan masih fokus memenuhi berbagai indikator yang dihitung dalam pemeringkatan, misal: biaya publikasi di jurnal berprestise, penyelenggaraan seminar dengan target terindeks basis data ilmiah, mendatangkan peneliti atau pengajar asing (dalam skema posdok atau kegiatan berdurasi pendek) dengan harapan mereka dapat menulis publikasi atas nama perguruan tinggi tempat mereka bekerja.

This policy prioritizes funding for activities that meet specific indicators calculated in rankings. Examples of these activities include covering publication costs in prestigious journals, organizing seminars aimed at being indexed in scientific databases, and inviting foreign researchers or teachers (for postdoc or sabbatical schemes or any short-term arrangements) with the hope that they will write publications on behalf of the university where they conduct their work.

Seluruh kegiatan tersebut sangat dekat dengan ekosistem komersial, misal: penerbit komersial, basis data berbayar, serta layanan-layanan dari lembaga untuk laba.

All of these activities are closely related to the commercial ecosystem, including commercial publishers, paid databases, and services from profit-oriented institutions.

Kondisi itu menyebabkan perhatian pemerintah (termasuk perguruan tinggi) kepada insiatif-inisiatif nirlaba yang ada di dalam ekosistem riset, termasuk ORCID, masih sangat kurang. Situasi seperti ini masih belum berubah dari tahun 2016 ketika pertama kali ORCID mengadakan acara workshop di Indonesia.

This situation has drawn the attention of the government, including universities, to non-profit initiatives within the research ecosystem. Among these initiatives is ORCID, which is still very limited in Indonesia. This situation has remained unchanged since 2016, when ORCID first held a workshop event in the country.

This was the pre-event of ORCID-ITB meeting (held on 14th Sept 2016). The ORCID meeting itself was held on 19th October 2016. I can’t find the documentation by the way.
